Please join us on Thursday, March 6, 2008 for the monthly professional education meeting at Woodhaven Country Club from 11:30 - 1:30. The FWAPA guest speaker will be Dr. Bill Clark, speaking on “Retirement“.

William R. ClarkWilliam R. Clark began his education at Tyler Jr. College and later transferred to Oklahoma Baptist University on a trumpet and voice scholarship. After graduation, he attended Southwestern Baptist Theological Seminary in Ft. Worth and graduated with a Masters in Religious Education (Counseling). In 1980, he entered the estate planning and financial services industry and completed the requirements necessary to become a Certified Senior Estate Planner. Today he heads his own financial planning firm, Clark Financial Group, Inc., located in Frisco, Texas. As a financial advisor, Bill advises people on retirement, estate, and tax planning, money management, and insurance needs. Bill’s goals are to help clients avoid probate, increase spendable income and reduce unnecessary taxes—such as income, estate and Social Security taxes. He works with his clients to help them avoid Medicaid spend-down of their assets when they need to turn to a nursing home for care.

Bill combines his passion for music with his speaking skills to provide an entertaining and educational presentation.

Chapter and Community News

Please remember to bring Teddy Bears to the March meeting for our annual Teddy Bear Drive to support The Women’s Center. The bears should be no larger than 12 inches and must be new.

Member Spotlight
Bonnie Rybacki, FPC

Bonnie Rybacki was born and grew up in Jonestown, PA. She moved to Miami, FL to attend college and has also lived in Buffalo, NY, and West Palm Beach, FL. Bonnie currently lives in Roanoke, TX. Bonnie has a sister living here in Texas along with her three children and four grandchildren.

Bonnie is a single mom. Son Jason lives in North Carolina, Thomas lives in the metroplex, and daughter, Fallon is living at home.

Bonnie graduated from Bauder College in Miami, attended Tarrant County College and North Texas University. She completed her FPC certification in 2005.

Bonnie is employed by the City of Grapevine, TX as a Payroll Processor. She has a funny story to share about when she first started with the City of Grapevine. Everything that could go wrong did, printing and system problems created a time crunch to complete payroll. Bonnie called the bank to check on the latest time to get the direct deposit to the bank. It was down to the wire when the payroll was completed and it looked like the deposit made it in time. The person Bonnie spoke with at the bank called and said he had never seen anything like it in all his days at the bank, her direct deposit was made with only 2 second to spare. No sweat…plenty of time. Bonnie is glad to say that has never happened again.

Education Update

WOW, on February 9, 2008 twenty one students started studying payroll fundamentals at chapter sponsored classes held at UTA. These proactive students are advancing their careers by taking the payroll classes, preparing for their future, and becoming more proficient in our profession. How awesome is that!!!

Daylight Savings Time will begin on Sunday March 9th at 2 a.m., when the clocks are set ahead one hour. A shift worker on duty at that time will work an hour less than usual. If you pay the worker for a full shift of eight hours rather than seven, you do not have to include the additional hours pay when calculating the employee’s regular rate for overtime purposes, because it is not compensation for hours worked.

Officer Elections

Nominations for the 2008-2009 Chapter Board positions are being accepted. A volunteer is someone who is a light to others by willingly doing the tasks at hand, being aware of others needs and doing something about it. Our Chapter needs you now. Take the initiative, step up and share your talent, energy, and ideas by giving back to your Chapter. Support your Chapter in 2008.

State Payroll Tax News

Louisiana - Withholding.
A new revenue ruling states that employers must withhold Louisiana income tax from wages paid to employees who are trained in the state, regardless of the employee's state of residence. After the training period ends, an employer is not required to withhold Louisiana income tax from nonresident trainees who do not perform additional services in the state. The ruling also addresses other resident/nonresident withholding issues on services performed both inside and outside of the state.

 

Maine - Withholding.
Electronic filing of original quarterly returns and the annual reconciliation of Maine income tax withheld is required of employers with 75 or more employees in 2008 and non-wage payers with 75 or more payees in 2008 that are subject to Maine income tax withholding. This rule also applies to: (i) third party filers or payroll processors of quarterly Maine withholding returns for employers with 75 or more employees in 2008 that are subject to Maine income tax withholding, and (ii) third party filers or payroll processors with 75 or more client employers in 2008 that are required to file Maine income tax withholding returns, or make competitive skills scholarship fund or unemployment compensation insurance payments. There are also new electronic filing requirements for pass-through entities [ Code Me. R. § 104 ].

New Jersey - Unemployment.
The annual Catastrophic Illness in Children Relief Fund assessment has increased from $1.00 to $1.50 [ L. 2006, A4618 ].

Ohio - Withholding.
On March 4, many Ohio municipalities and school districts will hold elections on income tax proposals. Proposals that are approved will take effect on Jan. 1, 2009, except the Cleveland Heights City proposal would take effect April 1, 2008, and the Elyria City proposal would task effect on July 1, 2009 [Secretary of State to RIA, 2/12/2008].

Oregon - Withholding.
The Department of Revenue has adopted a new regulation, effective Jan. 1, 2008, that explains when nonresidents working on the waterways of two states qualify for exemption from income tax. They are not exempt under the existing rules of the Amtrak Act (P.L. 101-322). The regulation says that navigable waters sovereign to Oregon, such as the Willamette, Santiam, and Rogue rivers, and coastal ports, are not navigable waters of more than one state [ Or. Admin. R. § 150-316.127(10) ].

Wisconsin - Withholding.
Wisconsin has updated its publication on electronic and magnetic media filing of wage statements and information returns to note that, beginning with tax year 2007, the state will no longer accept CD-ROM's and 3.5-inch diskettes [ Wisconsin Publication 509 (1/08) ].

Wisconsin - Withholding.
Wisconsin does not conform to federal provisions relating to health savings accounts (HSAs). As a result, amounts contributed to an HSA by an employer on behalf of an employee are taxable wages to the employee. Employers must include taxable amounts for Wisconsin purposes (but not taxable for federal purposes) in Box 16 of the Form W-2, or provide employees with a supplemental “Wisconsin only” Form W-2 with the taxable health savings account benefits shown in Box 16 [ Wisconsin Department of Revenue, News for Tax Practitioners, 2/12/2008 ].
